A multi-year audit of Google Ads accounts revealed one telling issue: a significant number of CRM systems are still not integrated with Google Ads.
In the stage between filling out a form and entering the sales funnel, data about lead quality is often lost. At the same time, this exact information is one of the most valuable signals that Google Ads can use for training.
Furthermore, what happens to leads after they enter the CRM partially depends on Google Ads managers as well. The task is not only to generate leads, but also to measure their quality and track whether they ultimately convert into real business results.
For many years, increasing the number of leads was perceived as a key performance indicator for ad campaigns. It’s an easy trap to fall into, especially if you evaluate your performance by conversion counts, positive chart trends, and even the reassuring “Excellent” Ad Strength score in Google Ads.
However, a lead does not equal a sale. On top of that, two leads can hold drastically different values for a business.
That is why priority should be given to qualified leads. But how do you define what actually counts as a qualified lead?
A higher budget? The right location? A specific service? A client ready to buy right now? These criteria can be completely different depending on the business.
If it is impossible to clearly define and measure what a qualified lead is, optimizing campaigns for it is equally impossible. If Google Ads only sees the act of a form submission, the system will optimize to generate more of those exact same conversions.
Instead, Google Ads must receive data on what happens to the lead after that point.
Once your CRM and Google Ads start exchanging data, you need to define what actually makes a lead qualified. Before teaching Google Ads to recognize high-quality leads, you must clearly establish the right criteria.
It is worth sitting down with the sales team to discuss which characteristics make a lead promising for further follow-up. For instance, a real estate business might consider:

If needed, you can make the system more detailed down the line. What matters most is that both marketing and sales share the exact same understanding of each stage and apply the scoring model consistently.
Once Google Ads starts distinguishing qualified leads, the next step is sending signals that different conversions carry different values.
For example, in a real estate campaign, you could assign a value of $50 to a qualified lead. For a closed deal, you could pass back the actual monetary value the sale brought to the business.
The exact numbers will vary for every business. The main objective is providing Google Ads with an extra signal on which outcomes matter most.
Once conversion value data flows into Google Ads regularly, you can leverage value-based bidding strategies like Maximize conversion value or Target return on ad spend (tROAS).
However, you first need to accumulate sufficient data volume.
A closed customer is obviously worth more than a qualified lead. But if a business only closes a few deals a month, Google won’t get enough sales data to optimize effectively. In that scenario, optimizing for qualified leads instead is often the smarter move.
The goal isn’t necessarily to optimize for the deepest conversion point in the funnel. It’s about finding the sweet spot: the most meaningful conversion event that still provides Google with enough data to learn.
Once this system is implemented, Google Ads reporting becomes significantly more detailed. Instead of reporting solely on lead volume, you can showcase the number of qualified leads and the total value generated in the sales pipeline.
This provides a much clearer picture of the actual impact ad campaigns have on the business.
Such an approach also allows you to back up recommendations, justify budget scaling requests, or prepare your next proposal with confidence. For a consultant or agency, proving the tangible value of your results makes discussions around contract renewals, campaign expansion, or upselling additional services far easier.
Lead quality cannot be determined at the exact moment of an ad click—it only becomes clear through subsequent interactions down the line. That post-click data is precisely what needs to be fed back into Google Ads.
